Abstract

This article examines threats to power transmission systems as an element of modern strategic competition in cyberspace. The focus is placed not on individual types of malware, but on the mechanisms through which access to electrical energy infrastructure can generate intelligence, coercive, and operational advantages. The analysis covers prepositioning within networks, identity compromise and remote access, manipulation of gridstate data, supply-chain risks, disruptions to availability, and the interdependencies among energy, communications, transport, and military logistics.
