STRUCTURAL MODEL FOR SPECIALIZED DETAILED DEVELOPMENT PLANS OF INDUSTRIAL PARKS IN BULGARIA

Abstract

This article explores the necessity of defining a structural model for the specialized detailed development plans (DDP of IP) introduced by the Industrial Parks Act (IPA). An analysis of the state Register of Industrial Parks reveals a critical discrepancy between the law's innovative requirements and conservative urban planning practices. The authors propose a three-component model integrating a regulatory core, a general transport system plan, and a dynamic matrix of changeability potentials supported by modern technologies. Drawing an analogy with port master plans, the study argues for a two-stage legitimation process for the DDP of IP. The proposed model transforms the urban plan into an intelligent management system, ensuring "internal connectivity" and investment adaptability of the park within the context of Industry 4.0.
