This article provides a comprehensive analysis of the system of public and internal control over the activities of state enforcement authorities in the Republic of Bulgaria and Ukraine. The study examines the legal framework, institutional structure, and key control mechanisms governing enforcement proceedings in both countries. Particular attention is paid to judicial control, internal audit, and the role of inspectorates in ensuring legality and efficiency. Based on a comparative legal approach, the paper identifies common features and key differences between the Bulgarian and Ukrainian models of control. It is established that Bulgaria demonstrates a more institutionalized and stable control system, while Ukraine is undergoing significant reforms aimed at aligning its enforcement system with European standards.
The research highlights existing challenges, including the formalization of control procedures, overlapping competencies, and insufficient coordination between control bodies. In this context, specific recommendations are proposed, such as strengthening the independence of oversight institutions, enhancing digitalization, and expanding the role of public control mechanisms.
The findings contribute to the development of more effective control systems in the field of enforcement proceedings and may be useful for further legal reforms in both national and European contexts.
