Abstract

Smart cities are examined in the article in their sense of flexible systems. The criteria for "intelligence", the role of ICT and connectivity for optimizing urban systems are analyzed. Special emphasis is placed on two points - sustainable development and social inclusion. A comparative characteristic of the applicable international indices is carried out.
